e-Form
Also called: electronic form, web form
An e-form captures structured data through defined fields with validation, rather than collecting it as text inside a document. The submitted values become metadata on whatever document results, which is what makes the data reportable rather than trapped inside prose.

The difference from a fillable PDF
A fillable PDF collects values into a file. An e-form collects them into fields that a system can query, validate and report on. The distinction shows up the first time someone asks how many permits were issued last month for a particular asset — a question that is a query against form data and a manual count against PDFs.
Validation at submission
Mandatory fields, format checks and conditional logic applied when the form is submitted rather than corrected afterwards. This is the whole point: incomplete data cannot produce a document, so the record is complete by construction rather than by review.
Why the values should become metadata
Most organisations run a parallel spreadsheet tracking facts about documents — which permits are open, which certificates expire when — because the documents themselves are unqueryable. When form values are written as metadata, that spreadsheet becomes a saved search, and the reconciliation problem between two sources of truth disappears.
When a form is worth building
When the same information is collected repeatedly and someone downstream needs it as data. A one-off request is faster as an email. A permit, an inspection record, an onboarding checklist or a change request is worth a form, because each one produces a record and a set of facts about it.

Can an e-form generate a document?
That is usually the point — the captured values merge into an approved template to produce a controlled document, which arrives already numbered, classified and subject to its retention rule.
Should forms be public-facing?
They can be, and that changes the threat model considerably: rate limiting, spam handling and validation of untrusted input all become relevant in ways an internal form does not require.
